Meet CHLOE: The AI That Runs Globe's Lease Operations—Built at Zero Cost
An AI-powered platform that replaced a fragmented, paper-heavy contract management process with a centralized, real-time system—at zero licensing cost.
Here is what CHLOE looks like in practice: a team member enters a site identifier. Within minutes, CHLOE pulls the lease data from Globe's systems, runs the financial analysis, checks every governance rule, generates an AI-written business justification, and produces the complete approval document—ready for review. A process that used to take hours of manual work across multiple spreadsheets and email threads, finished before the coffee gets cold.

CHLOE—short for Contract Harmonization for Lease Optimization and Data-driven Excellence—is an AI-powered platform that automates the entire lifecycle of Globe's network lease agreements. It was built in-house using Google Workspace, Google Apps Script, and Gemini AI. It costs nothing to run. And it is now the centralized contract management system for multiple departments across the company.
A Nationwide Process Held Together by Email
Globe manages thousands of lease agreements for the cell towers, stores, and facilities that keep its network running. Every one of those leases has financial terms, expiry dates, compliance requirements, and a landlord on the other end. Before CHLOE, managing all of this was a manual, fragmented effort. Lease data lived in separate silos across finance, engineering, and operations. Approvals moved through email chains. Financial calculations were done by hand. Documents were prepared one at a time.
The result: slow turnaround times, inconsistent data, renewals slipping through the cracks, and real money spent on software tools that still could not unify the workflow. In the first half of 2025, only 26 percent of the year's lease renewals had been completed.
An Entire Platform, Built on Free Tools

CHLOE was designed and built by Ralph Sabuito, a Senior Expert in Globe's Independent Lessor Management team within the Network Technical Group. Starting in April 2025, he developed the platform from scratch—using only tools Globe already provided to employees—and had it live by mid-July. Four months, zero budget, no external developers.
Under the hood, CHLOE combines several layers of automation:
Data retrieval. CHLOE connects directly to Globe's systems—including SAP—to pull lease information automatically, eliminating manual data gathering.
Financial analysis. A computation engine runs lease calculations—revenue impact, cost-to-revenue ratios, total cost of ownership—in seconds instead of hours.
AI-powered recommendations. Using Gemini AI, CHLOE evaluates each lease and generates tailored business justifications, replacing what used to be time-intensive manual drafting.
Document generation. Complete approval packages—recommendation sheets, contract letters, pre-termination notices—are produced automatically.
Early warning system. CHLOE flags leases approaching expiry up to two years out, so teams can act early instead of reacting late.
BEFORE & AFTER: What Changed
BEFORE CHLOE | WITH CHLOE | |
Lease assessment | Hours of manual calculations across spreadsheets | Seconds to minutes—automated end to end |
Data access | Scattered across email, spreadsheets, and siloed systems | One centralized platform with real-time data |
Documents | Prepared individually, formatted by hand | Generated automatically with AI-written justifications |
Risk visibility | Reactive—issues found after they became problems | Proactive—at-risk sites flagged up to 2 years early |
Software cost | Paid licensing for tools that couldn't unify the process | ₱0—built entirely on free, existing tools |
THE IMPACT: By the Numbers

Within over six months of going live, CHLOE transformed the team's output. Lease renewals completed in the second half of 2025 jumped to 74 percent of the annual target—up from just 26 percent in the first half. The team processed 451 lease approvals between July and December, a 69 percent increase over the prior six months and an 88 percent increase over the entire previous year.
Estimated cost avoidance: ₱1.5 million to ₱3.5 million in development costs that a comparable system would have required, plus ₱30,000 to ₱80,000 in recurring software fees—eliminated entirely.
Downstream teams now receive complete, validated approval packages with all financials, governance metrics, and supporting analysis ready for evaluation—cutting back-and-forth clarifications and speeding up decision-making across the board.
A Vendor Portal That Protects Globe (AI Roadmap)
Globe's lease agreements involve real people—the property owners and landlords who host Globe's infrastructure. CHLOE includes a dedicated vendor-facing portal that gives partners a smoother contract experience with less friction and faster turnarounds. But it was carefully designed to protect Globe's confidential commercial data behind the scenes. It improves the relationship without exposing the business.
From CHLOE to CHLOE and Friends

CHLOE did not stop at version one. Based on ongoing feedback from users across the organization, the platform evolved into a broader suite called CHLOE and Friends—a collection of AI tools that extends the same automation approach to adjacent workflows. Structured training programs, brown bag sessions, and onboarding workshops made the system self-sustaining: teams now operate it independently, and new hires are introduced to CHLOE from day one.
Today, multiple departments across Globe—finance, engineering, operations—run on CHLOE as their centralized contract management system.
Sometimes the smartest investment a company can make costs nothing at all.
